Highway 4 Expansion Project Begins

A four-mile stretch of Highway 4 is officially being worked on for the purposes of expansion. Transportation officials are sure that this project, once completed, will ease traffic and increase public safety at the intersection of Highway 4 and Interstate 680. This project will be broken down into phases, and we are currently at the beginning of phase 1. The anticipated outcome consists of lengthening the carpool lane on Highway 4 by an additional two miles, widening highway structures, installing ramp connectors, and adding safety lighting. A third lane will also be added between Morello Avenue and Highway 242, on both westbound and eastbound sides of traffic.

Details Regarding Project Phase 1

The first phase, which also includes the replacement of Grayson Creek Bridge, is anticipated to be completed in 2021. The projected cost of the first phase is $136.2 million. Over half of the first phase’s expenses ($77.7 million) will be covered by Senate Bill One funds. Tim Grayson, part of the 14th Assembly District, was actively involved in the work required to secure these funds. Funding for the following phases has not been obtained at the moment.

On top of widening Highway 4, this project is going to slightly raise the roadway’s profile to increase road durability and resilience. More traffic stripes and lighting will be added to enhance road visibility. There will be a reconstruction of two separate bridges: the Grayson Creek Bridge and the Walnut Creek Bridge. The Grayson Creek Bridge will be replaced by a three-span road bridge structure. The Walnut Creek Bridge is going to be widened, along with the Peralta Road Undercrossing and the Solano Way Undercrossing.

Why This Project Matters

The Highway 4 corridor remains the only big east-west transportation connector, bringing Antioch, Brentwood, Bay Point, and Pittsburg together with central Costa Contra County as well as the Bay Area. The 1-680 corridor serves as the primary route through Contra Costa County, connecting residents from the counties of Santa Clara, Alameda, and Solano. These traffic roadways impact the life quality of all East Bay residents. Grayson seems to believe that this project is crucial to the vitality of Contra Costa County. He had admitted that the current road structures were built long ago when the Bay Area was significantly less crowded. He also believes that these infrastructures have been primarily neglected up until this project.

Caltrans District 4 director Tony Tavares also seems to believe in the necessity of this project. In a recent news release, he stated that more than 100,000 people travel through this corridor on a daily basis. He is confident that this project will decrease travel time for every commuter.
