Three Dead, Two Critically Injured After San Joaquin County Accident

On Tuesday, March 23, 2021, three people tragically lost their lives, and two California Highway Patrol (CHP) officers were injured as the result of a San Joaquin County crash. The collision reportedly happened in the very early morning and involved two vehicles. According to reports, the CHP officers were seriously injured and transported to the hospital following the accident.

The incident is still under investigation. So far, San Joaquin County authorities have identified two of the three decedents as 28-year-old Andrea Moore-Frayer of Stockton and 23-year-old Oscar Frayer of Lathrop and stand-out basketball player at Grand Canyon University in Phoenix, AZ. A GoFundMe page has been created on behalf of the families of Mr. Frayer and Ms. Frayer-Moore to help cover their final resting expenses.

Car Accident Details

The crash happened at around 2:30 a.m. on the southbound side of Highway Interstate 5 to the north of Peltier Road, only a short distance to the south of the Sacramento County line. According to reports, the CHP officers were inside of a patrol vehicle parked on the highway shoulder guarding a wrecked semi-truck when their vehicle was rear-ended by a car of unreported make and model.

After the initial crash, the driver of the second vehicle apparently lost control, and the car left the highway, eventually crashed head-on into a copse of trees. As a result of the impact of the trees, the vehicle caught fire. Additionally, the initial impact sent the CHP vehicle into a nearby ditch, and both officers were pinned inside the wreckage. Photos of the accident scene show the vehicle with its rear-end nearly completely destroyed.

Response

Responders were rushed to the accident site directly after the collision was called into CHP dispatch. At the scene, responders discovered that all three occupants of the vehicle that caught fire had suffered critical injuries. All three were sadly pronounced deceased on-site.

The two CHP officers were extricated from their vehicle and placed on a helicopter ambulance to be flown to a regional hospital. Updates on their conditions had not been made available at the time of reporting.

Investigation

As investigations into this terrible accident continue, officers haven’t confirmed any suspected causal factors. Frequently, collisions like this happen because of multiple causes. In many cases, these involve things that can’t be controlled by vehicle drivers, such as auto product defects and/or hazardous roads.
