TRACY, CA — According to Tracy California Highway Patrol (CHP), on the morning of June 1, around 11 a.m., CHP responded to a serious solo-vehicle crash near Lucerne Avenue and Paradise Avenue in Tracy. A vehicle had lost control, veered off the roadway, overturned, and sank into a drainage ditch—its occupants caught inside.
When a deputy from the San Joaquin County Sheriff’s Office arrived on scene, he found courageous bystanders already attempting a rescue. Without hesitation, the deputy jumped into the canal and, working together with the good Samaritans, they were able to pull a victim from the submerged vehicle. Initially, the individual was unresponsive and not breathing.
Just moments later, CHP Motorcycle Officer Cristian Sandoval from the Tracy Area arrived. Acting quickly, he helped bring the victim up the steep embankment to safety. Without delay, Officer Sandoval began CPR. Thanks to the fast, coordinated efforts of everyone involved, the victim began breathing again.
We extend our deepest gratitude to Officer Sandoval for his heroic response and to Deputy Bergren, along with the selfless community members whose actions helped save a life. This incident is a powerful reminder of what can be achieved when first responders and community members come together in moments of crisis.

CHINESE CAMP, CA — What initially appeared to be a minor traffic incident on Highway 120 led to the arrest of two individuals, thanks to the observant work of a responding California Highway Patrol (CHP) officer.
A CHP officer was dispatched after receiving reports of a possible non-injury crash near Shawmut Road in the Chinese Camp area of Tuolumne County. Upon arrival, the officer found that a trailer carrying a boat had slid into a roadside ditch. The two men at the scene were working to remove it.
As part of the investigation, the officer noticed the trailer was missing a license plate. After checking the vehicle identification number (VIN) and the boat’s registration number, it was discovered that both the trailer and boat had been reported stolen.
The two men, identified as 26-year-old Joe Rodriquez III and 52-year-old Daniel Hannah, both of Fresno, were taken into custody. Further investigation revealed they had intentionally received stolen property. In addition, a small amount of methamphetamine was found among Hannah’s personal belongings.
Both individuals were arrested on felony theft-related charges. The incident highlights the importance of thorough and attentive work by first responders in ensuring public safety.
